Library Subscriptions and Open Access: Highlights from the University of California Negotiations with Elsevier

When the University of California (UC) System announced the cancellation of their $50 million journal subscription deal with Elsevier on February 28, the decision reverberated throughout the academic publishing world.

Sparked by a need to curtail the increasing costs of journal subscriptions in a landscape where library budgets remain flat and a desire to shift the journal publishing model away from subscriptions to a sustainable open access model, the decision may have an impact on collaborators who work with and rely on research from the UC System.

In this linked paper, University Libraries faculty Cory Tucker, Andrea Wirth, and Annette Day provide background on issues with the scholarly communication process, academic library budgets, and open access initiatives. The paper also examines the impact of journal subscription deals with large commercial publishers (including Elsevier) and highlight efforts at UNLV to support open access.
