The organization began in May 1972, in the wake of a welfare protest march orchestrated by the Clark County Welfare Rights Organization and Ruby Duncan.  Operation Life grew from this organization and was directed by Ruby Duncan, as executive director from 1972 until her health forced her to retire in 1990.  In general, this collection documents part of the history of a non-profit community development corporation.  In addition, the material provides a glimpse of the regulations and protocol governing the public and private funding process.  The collection also provides a partial documentation of the lives and struggles of West Las Vegans and the improvements they endeavored to make to their community.</abstract><langmaterial label="Language" encodinganalog="546">English</langmaterial></did>

<bioghist encodinganalog="545"><head>Biographical Sketch</head><p>Ruby Duncan was born in Tallulah, Louisiana on June 7, 1932.  Both of her parents died before she was four, and she spent her youth living with various relatives in and around Tallulah.  She attended school part-time and worked at the Ivory Plantation chopping cotton from the age of eight until the ninth grade, when she quit school to go to work full-time first as a waitress and then as a barmaid.  At sixteen, Duncan was raped and had a son.  When her son was two, and the pressure of supporting him became too much, Duncan sent him to live with an aunt who had moved to Las Vegas.  In 1953, lonely for her son, and looking for a better life, Ruby Duncan left Louisiana for Las Vegas.</p><p>Upon arrival, and contrary to her expectations, the streets of Las Vegas were not paved with gold.  She found her aunt living near Henderson in a shack that did not have running water.  Despite her living conditions, Duncan first found work as a maid and nanny in private homes. She later took a job with higher wages at the Stardust and then the Flamingo as a hotel maid.  It was here that Duncan first began to fight the system.  In protest of her working conditions, Duncan walked off the job, the rest of the maids followed; she was fired the next day.</p><p>  

By this time, Duncan had been married and divorced and had an additional six children to support.  Because of the financial strain, Duncan reluctantly found herself on welfare struggling to support her family.  She went in search of a position on the Strip in kitchen work that would provide her with higher wages.  She worked at the Sahara in just such a position until she injured herself when she slipped on cooking oil.  Unable to work for nearly a year because of the injury, Duncan was forced to again utilize welfare to support her family.  </p><p> In 1969, Duncan contacted the Las Vegas Sun to inquire about work.  They didn’t have any, but “asked if I wanted to talk about it.  I said absolutely.”  An article was published in 1969 and Duncan started to speak out about her situation and those of others like her.  She started becoming politically active about her cause and found others who were prepared to be active as well.  In 1971, Nevada cut about seventy-five percent of welfare aid to women with children.  This act infuriated Duncan and it served as the impetus to her social activism.  Starting with small demonstrations that culminated into two protest marches down the Las Vegas strip that included some 6000 people, (Jane Fonda, Sammy Davis Jr., and the Rev. Ralph Abernathy, leader of the Southern Christian Leadership Conference, Ruby Duncan began her career as a leader in the black community in Las Vegas.)</p><p>Before her tenure as executive director of Operation Life, Ruby Duncan was a daughter, a farm laborer and part-time student, a waitress, a barmaid, a cook, a maid, a mother, a wife, and finally, a social protestor.  From these varied beginnings and Duncan’s activist bent, Operation Life was born in 1972.</p><p>The original purpose of Operation Life was to promote welfare reform, and to improve the lives of those who lived in West Las Vegas.  Beginning with a library in West Las Vegas for which Operation Life provided space, their services grew to include promoting economic development, housing development and job development to operating a medical center and administering the WIC program and a HUD-certified home counseling program. </p><p>Ruby Duncan directed Operation Life for nearly twenty years.  During her tenure, Operation Life initiated many programs designed to improve the lives of people in her community, such as a drug and alcohol abuse prevention program, a youth employment program, a low-income energy assistance program, a youth recreation program, and licensed, affordable daycare with an education component.  Duncan also saw the need to educate women and children about how to find jobs, keep jobs, start businesses and run businesses.  Operation Life built homes under HUD’s infill housing program and built “Ruby Duncan Manor” under HUD’s section 202 which provided homes to 30 elderly and handicapped residents.</p><p>Ruby Duncan was the executive director of Operation Life from its inception in 1972 until 1990 when she was forced to resign due to poor health.  During her time as executive director, in addition to the improvements that she and Operation Life made to West Las Vegas, Ruby Duncan was elected as a Nevada delegate to the 1980 National Democratic Convention.  She also served on President Carter’s White House Conference on Families in 1980.  She has received numerous awards and honors both locally and nationally; she has chaired various local and national organizations; and she has received commendations from senators, cabinet heads and presidents. </p></bioghist><bioghist><chronlist><head>Chronology:</head><chronitem><date>1972</date><event>Operation Life formed with Ruby Duncan as executive director.</event></chronitem><chronitem><date>1973</date><event>The Clark County Library is housed in a building owned by 
Operation Life.  The Library became a landmark in West Las 
Vegas which provided West Las Vegans with a cultural                
resource.  The Medical Center facility began to provide                           
health care services such as physical examinations, health 
screening, psychiatric services, family planning, pre- and 
post-natal care, immunizations, internal medicine, and 
geriatric care.

assist youth in starting and running their own business.  
</event></chronitem><chronitem><date>1983</date><event>Operation Life became the only HUD approved home 
counseling agency in Nevada.  Services provided included mortgage assistance, simple repairs, and distribution of information.

<p>This collection contains the organizational records of Operation Life Community Development Corporation, a non-profit organization that worked to improve living conditions in West Las Vegas by providing a variety of community development services.  The organization began in May 1972, in the wake of a welfare protest march orchestrated by the Clark County Welfare Rights Organization and Ruby Duncan.  Operation Life grew from this organization and was directed by Ruby Duncan, as executive director from 1972 until her health forced her to retire in 1990.  In general, this collection documents part of the history of a non-profit community development corporation.  In addition, the material provides a glimpse of the regulations and protocol governing the public and private funding process.  The collection also provides a partial documentation of the lives and struggles of West Las Vegans and the improvements they endeavored to make to their community.</p><p>The collection is organized into three series: Administrative Files, Community Development Services, and Personal.  The documents related to office administration, financial, legal, personnel/staff, reports, funding, and resources comprise the first series; home counseling, housing development, business and job development, Committee of Low Income Women, drug and alcohol prevention, food bank, Low Income Home Energy Assistance Program, the Medical Center, WIC, and youth services comprise the second series; material relating to Ruby Duncan specifically, comprises the third series.  Materials are mostly arranged alphabetically within each series.  Whenever possible, the original file title and order has been maintained.  Many of the files contain a range of dates, but whenever possible files have been dated.   
</p><p>In many instances, the administrative files contain material representing a smattering of dates rather than consecutive dates.  Because of this, many of the financial files only provide part of the financial picture.  It must also be pointed out, that this collection represents material that Ruby Duncan took with her when she left the organization.  Much of the missing material may continue to be contained in the existing operating files of Operation Life.</p></scopecontent>
